This plant look s just like Big Sagebrush, Seriphidium tridentatum,of the Southwestern deserts, but is smaller. I know of two individuals in our area, but I'm sure there must be others. The name "Seraphidium" was applied by Weber, but other sources still use "Artemesia." Weber had good reasons, but he was always a "splitter," as opposed to a "lumper." I am conflicted.
